Horses can bounce from owner to owner until they are finally at rest with somebody who is satisfied with them. The is like Auctioning place where horses are sold off. Any "private sales" must be taken care of here, as well. Auctions take place when enough people are selling their horses, not as like a weekly or monthly thing.
